Why do failed uploads continue to upload?

Instead of aborting and retrying right when they fail?

I tend to stick to Simple so it's likely to have been that one. I mean that whenever an upload starts over, not necessarily having reported any errors, it first uploads all the way and the starts over from scratch.
Sometimes the upload spot in the queue becomes red and says "...will retry later" and other times there's a popup error message asking if it should retry. These aren't my main concern.
In my usecase I upload a big video, it uploads all the way and then just starts over. It may succeed the second time, it may succeed on the third time.

If an upload fails, the uploader may try it a couple of times until it goes through fully or it gives up if it fails too often. When retrying, it doesn't give you an error yet, but you can look the error up in your upload log.

What I mean is an error is very unlikely to fail right as it reaces 100%. If there's a problem with the upload at 30% into the progress bar, why does it keep uploading to 100% before it retries?

I don't know the technical limitations but if something can be done about this, it really should be. Imagine the time and resources wasted if a 1 GB video retries 2-3 times, uploading 2-3 gigs instead of a little more than one.

Proper FTP can handle an error and retry without the entire file, right?
