ETTL flash
If I have one flash connected to an ETTL off camera flash and I have another flash close to it will the ETTL flash trigger the other flash and increase the power. Other flash set as slave.

Yes, Canon wireless E-TTL/E-TTL II can be used in a fashion to increase effective flash output. 2 identical flashes will provide a maximum effective increase in Guide Number (GN) of factor 1.4x.
4 identical flash units will have a maximum effective increase in GN of factor 2x.
It is my experience that bright sunlight reduces the reliability and range of the wireless capability of Canon flashes otherwise adding flashes would be a reasonably good method for overcoming sunlight, especially in FP/HSS mode.
