Here's a *handheld* shot at 1/4 sec (check the "silky water effect":-):

This is an artificial waterfall inside one of the local business centers
Other shot parameters:
Model: Canon EOS 20D + EF-S 17-85 IS USM
Aperture: f/7.1
ISO: 200
Focal Length: 35mm (guess: 38mm in 35mm)
Exposure Time: 0.25s (1/4)
Shutter speed priority (I figured out I could hold it with IS on for this period of time)
"May the f/stop be with you!"

    I think that came out very nicely for a man made waterfall! Good job :)
