Nikon SB-800 Technical Question - Fill Flash

All,

I am going to try to use off camera fill flash this weekend for an outdoors senior photo session. I am just getting into using my strobes and I am just not understanding how to do this. How should I set things up on my Nikon SB-800 with an off camera flash for fill?

If I understand my SB-800 correctly, I can't have TTL on the flash when off camera without a SC-29 cable? I will have to use my Radiopopper to trigger the flash on my light stand. Am I already incorrect on things?

If I am correct on the above...

I keep hearing advice to set my flash at negative 1 1/3 EV for fill. I thought I can only set the EV when the flash is in TTL BL. Incorrect? I was going to set my flash in manual mode at 1/64 power and use a shoot through umbrella to disfuse the light.

I am sorry for the basic questions that I have. I am just not getting this.

    Your D700 on camera flash can act as the master to the SB-800 off camera as long as you have ligne of sight outdoors or bounce in doors. It is rather robust in this way. Just set the SB800 as TTL and for fill flash go from -2 to -3V typically.
