Advice on future website ideas

This might not be the correct place to ask this question but I think it's my best chance to get to the people I need to. I have an idea for a new website that doesn't involve smugmug. I'm not looking for someone to do any design work or any coding. All I am looking for is a little advice/information. This person will need a good knowledge of coding. Reimbursement may be provided for this help if the time comes.
