video format support

I have .avi video files from my Canon SD400 that I want to post. I know that Smugmug supports only MPeg1, but the help file suggests downloading the converter app (TMPGEnc Net). I downloaded that to my PC (Windows XP) and launched it, but it didn't want to convert my file. The files are at least 35 - 50MB, and I'm not sure how to squish them down to 8MB.
Any suggestions for me? (a non-power user)
Thanks

This is different than compressing a large file into something small...I'd just like to cut off/edit out part of the end of a file.
Thanks!
i don't do video anymore, but when i did, i used tmpgenc, and also windows movie maker to do what you're asking....
