Lens issue

I just got a theoretically brand new Canon EFS 55-250 f4-5.6 IS lens. A very good friend bought it for me as a gift off ebay, and it arrived today. Packaging was clean and unmolested, as was the inner packaging for the lens itself.

My issue is this: When focusing the lens "Kicks" a bit. I'm not sure if that's the right term or not but you can see the image jump a bit as the lens focuses. It seems to track back to center, but this bothers me. Is this par for the course on this lens, or is it something I should contact Canon about?

    Nevermind, It appears to be the image stabilization motor, it's insanely noisy. Going to go ahead and call Canon.

    Is this on and off a tripod? The image stabilization should be off when you're on a tripod.
