Best way to order 400 prints (client selections) at cost

Hi, I have a gallery with 800 photos and I want to give my client 400 4x6 print. I will be paying for this at cost price but I want them to pick out their photos. What is the best way to have them select their photos. First, I thought I would have them leave a comment but it would be a pain for me to go though them all and order for them. Is there a way for them to place an order themselves and apply some coupon for 400 free 4x6? How can I do that and what type of coupon? I have SmugMug Pro. Thanks in advance!
