Juvenile Eagle?

Can anyone ID this? I thought it was a very large hawk at first as they are everywhere in my area but this is too big? I thought maybe I was lucky and it was a Golden Eagle, but I understand that they are booted eagles(feathers all the way to the toes) and this one does not look like it has that, so juvenile bald maybe?

I THINK it is a second year bald but that is a guess

That's what I'm thinking now also after I have looked into it more, it is definitely not booted so it is not a golden.
