Has anyone seen a pistol grip that screws into the tripod foot or replaces the tripod foot on a nikon 70-200 VRII lens? I looking for something to "grip" when hand holding this lens. I hate holding onto the foot itself.

For longer focal lengths some people use a "rifle" or "gun stock" type rig. These rigs are also popular for video work.

There are more expensive sets on the market, as well as plenty of DIY gun stock mounts. (Google for them.)

Maybe you just need to buy another foot and pad the heck out of it. Holding that lens by the foot allows you to zoom with your fingertips without moving your hand off the grip or lowering the camera. That can be a real advantage that you'd lose with a pistol grip or shoulder stock. Another thing I've done with it is use a monopod (unextended) and brace it on my waist. Didn't really like that as well as just holding the foot with a leather glove on the left hand.

There are a few accounts of people that were questioned and even detained using similar devices. That does not detract from the viability of the device, but it could certainly add to the experience.

Indeed, the Russian made "Photosniper" was an early commercialized example of the concept and it did look somewhat like a compact rifle:
