How can I get this effect?

I really like this high contrast effect and would like to do some creative portrait work using it. I have played around and tried to dupilcate it but am not happy. Does anyone know how it is done?

a) attaching images is pretty brutal on them, the compression is high, you're better off embedding them. For more info see the FAQ linked in my signature.
b) Who's shot is this? At minimum you should credit the image, but even better is not to post the image at all, but to link to the page where it can be found, it not being yours.

A pretty close rendition of this effect can be done in Topaz Adjust 5.

For something very close to that, try the "Dragan Effect". There are several tutorial
sites findable with a Google search. You don't need a plug-in if you have Photoshops.

Here's a photo of mine with a subtle Dragan Effect. I don't like over-processed stuff.
