Actually, a summer beach in San Diego. I've always liked the beach during civil melancholy, it's a good time to reflect and get one's chi flowing.
Really? Surprised. So, what is "civil melancholy"?
I thought it was winter because the sky looked grey and cold.

I understand the winter part, maybe it was the sad?
I'd define civil melancholy as when the general population is shifting gears--Doing things to do things in order to do things. I suppose that is sad. I've always liked the soft equilibrium between night and day. It's a quiet, neutral, time to sort things out and be in nature.

OMG that had my cracking up! That being said, it is a bit of a desolate shot having a lonely feel but a beautiful capture non the less. I love the POV.
Hi. I think 'sad' in the sense that a normally busy, happy place is utterly alone - no sound of children's laughter. No splashing in the water. It's not a bad thing, it just struck me as sad.
I love the quiet times personally. I'm often out and about well before dawn to enjoy the peace and quiet before the hubbub of the day begins myself.

My son tells me he proposed to his wife near the pier, to the right. I didn't know that.
