Canon 40d thinks the battery is dead

I have a Canon 40d and it keeps showing the battery is very low (and flashing) and will not take photos. When I try to charge the batteries (I was using a grip), they are fully charged according to the charger. When I test the batteries with a volt meter, they also show a full charge.
I also checked the CR2016 battery, and it is fully charged.
I also tried the battery in the camera without the grip.
I also cleaned the battery contacts in the camera and on the batteries.
I tried different lenses & no lens. Same thing.
Camera still shows flashing low battery symbol.

Anyone have any suggestions, or have this happen to them?

    If you're not in a hurry I suggest purchasing 1 additional brand new battery, just to test. If the new battery (after a charge) shows the same camera behavior, that's probably enough evidence to indicate a camera failure.

    If you can locate another Canon 40D owner nearby, you might use their camera and their battery to troubleshoot too.
