Print a church photo directory?

What options are there for creating and printing a church photo directory?

Is there software available to put a directory together?

Do photo printers have resources to print a directory? And if so, are the costs reasonable?

Is it possible to compete with a large company like LifeTouch who I understand provides free printed photo directories.
