Odd & frustrating behavior in Crop Tool - Glitchy

In the past couple weeks, the crop tool has been behaving very poorly, & I keep forgetting to report it in my hurry to just "get the job done". I use FF & Windows Vista. Here's what happens with every single crop: Say my original is 3:4 ratio. I may choose to crop to 4x 6 or whatever (not that any sizes, etc. change the bad behavior). I click on whatever new ratio I want, & the crop lines that appear go immediately beyond the borders of my photo! (they even go beyond the forward & back arrows above the crop tool!) So first of all, that's a problem-- no crops should go beyond the image's borders. Then when I go to move the lines or borders to where I want them, they'll move, but in a very glitchy fashion & it takes several tries to get those vertical & horizonal borders to pull to where I want them. The most difficult thing is to get them to cling to any original edges of the photo; it's as if the original edges kinda repel the new lines/borders. I can usually eventually get my photo cropped the way I want, but I have no way to be sure that 2 of the new borders are actually at the very edge of my original (if that's where I wanted them), & no way to know that the new borders are not actually past the original edges. It's just not smooth at all & certainly not how this tool used to work. Cropping never would allow me to go beyond original borders into blank space before. The glitchy behavior has remained through any gallery, etc in the past few wks.

P.S. As this is getting looked at, I'd like to share a reminder that a number of people were hoping that we would have the capability to set a size (say 4x6) when in the crop tool & have it remember that size through the rest of the photos clicked to in that session. It would save so much time over having every single photo revert to original !!
