sizing a pic for an avatar?

I want to make a new avatar but I can't remember how to do it. I know the instuctions were on here once before because that's how I learned to do it the first time, but I didn't write it down (silly me). I have Photoshop Elements on my computer to use. I want to make a few one for here and for one of my other sites. I'd really appreciate the refresher course and yes, I will write it down this time. Thanks!!

    You need to get your avatar pic sized down to 80 x 80 pixels. Just get your picture they way you want, and then resize to 80x80. Save the picture on your computer as a jpeg. And then use your dgrin User Control Panel to load your new avatar.

    Well, whenever I do that, ir really screws up the pics though! I have Jasc Paint Shop Pro 8; I suspect not the best for serious editing and resizing... umph.gif
    What about absurd artifact levels? Am I expecting an unacheivable level of quality/perfection, probably not attainable by the comon man (or less than common--as in my case--economically speaking)?
