AF section improved to the level of the Canon 40D/50D/60D series. 9 - cross type AF points, dual-cross-f2.8 center point.
Frame rate increased to 5fps.
Digic V image processor.
Calibrated ISO 100-12800. Extended ISO H: 25600
DPReview is saying that the T4i/650D has a "hybrid" AF section, with improvements to video AF. Some mention of this in the USA news release:

Sadly, the shot buffer appears to have dropped to 22 JPG images continuous (from 34 JPG images), but retains the 6 RAW image capability.
Canon has also introduced 2 new lenses in a new lens series called "STM", which are said to be tuned for video AF:

These new lenses use a different type of AF motor technology, compared to the micro-motor and USM AF motors of previous Canon lenses. These new lenses use stepper motors for AF, which should provide a capability for setting near and far prime focus (but maybe not with the T4i/650D camera.)
