ID: very small green bee

Anyone know what this is? I saw several in my garden today. They are small, maybe 6-8 mm in length. I had a very hard time capturing one. It was a windy day, and the tall echinea they were eating were moving erratically. They are skittish enough that I could not get one to stay put while I grabbed the flower's stem.
