When to use B&W

i very rarely ever post in black and white. primarily because i never know when black and white is "better / preferred" over color. this shot I took today I thought might work in BW. Maybe not and BTW, is there preferred "degrees" of black and white i mean.. im not even so sure my pic is "true" black and white....
is too "white" around the face???
