Hello,
I'm an occasionally working/paid photographer. i do not have a business ID, and don't currently work enough to bother with it. I did a quickie headshot for a new hire for a friend's business a while ago. I invoiced them for $200. Their accountant now has asked me to fill out a W-9. Standard for most companies, but not required by law for amounts under $600. (please correct me if I'm wrong) I haven't as of yet filled one out, and consistently work under the $600 limit for taxes, and have probably cleared less than $1500 this year in total. Let it go? Other suggestions? Is it legal to refuse?

what's not required by law is for the other party to issue a 1099 at the end of the year for payouts under $600. it doesn't mean they can't or won't issue one (although I can't imagine why they would).
asking for a W9 is fully within their right as a means of proper record keeping and accountability in the event of any audits
remember, the responsibility to claim income remains with you.
