When shooting sports with the Canon 70-200mm non-IS lens, what setting is best to use on the lens itself? 1.5m to infinity or the 3m to infinity?

If I'm shooting and want to eliminate people close by from ruining (getting in the way of) my focus on the field I'll use 3m but if I'm including sideline shots I'll use 1.5m

Does the setting affect the speed of the AF?

Should help to limit it since it will not have to go thru the entirety of it's range should it have a focus capture issue

edit: Let me rephrase: It ought to be even faster for Af since it wouldn't have to go thru the whole range if it got into a situ where it was having a bit of a time focusing. Or if you were focusing close and then to far-away, not as far for the focus to travel.

Yes, it can, although it won't always. That is why it is there--narrowing the range when you don't need it all can speed up focusing.
