It does not appear there is a way to lock a specific photo in a gallery, so it can't be printed or downloaded.

Yes/no?

Of course you can disable the buy option in a gallery. In the gallery settings > printing section, set printable to no and the gallery won't have any items for sale any longer.

To ensure that the save photo option isn't available, in the gallery settings > security&privacy section, set largest size to anything else than original. On the Power level and higher, you can also enable protected for our right click protection.
On the Portfolio and Business level, you can also make use of watermarking to add a proof logo or custom watermark to the display copies of photos. For an overview on all our image protection features, take a look here.

I just want to lock specific photos in a gallery. The information you have provided I am utilizing. I wanted to keep printing on, but not for a few photos. I allow client to view and order all photos except ones they need to pay for retouching service, but they can view the retouched photo before payment. I didn't want to have a separate gallery for just those photos and hiding those photos is not going to work.

If you have a Business account, you can apply a separate pricelist to specific photos. If that pricelist has no products in it, the photos wouldn't be available for sale. Check out the pricelist page for more details on how to use and apply pricelists.
