If i have a model that has light blonde hair with pale skin and green eyes, then i should use a low key situation. Meaning the brightest thing in the portrait should be the subjects face. Correct?

Yes. Dark browns/tans, blacks, or various darker shades will help punch up the light in her face. I like the way tans look with green eyes.
