Need some help with PS Elements

I need to create a document for a fundraiser at my daughters school. What I need to do is make a paper placemat that will have business cards aranged equally advertising local businesses. The size will be 17" x 11". I would think Elements would be perfect for this. What I was thinking was create the canvas, make some sort of grid on the canvas in the same proportion as a business card then drag and drop the cards where I want them. I know how to create the 17x11 canvas, but how would I go about creating an equal # of boxes on the canvas in the proportion of the standard 2"x3.5" business card size? Right now we still do not know how many cards we will have total but the box size can be made larger or small to fill the canvas once that is know. I just need to have something in the same aspect ratio/proportion of a business card so im not slapping a rectangular business card in a square box.

If you want lines on the blank page, use the pencil or brush tool set to a thin line and follow the Guide
while holding Shift down. This will make a perfectly straight vertical or horizontal line.
A vector program like CorelDraw would be better for this project. You can create or scan cards (as .jpg)
and import, size, and place them. No multiple layers to work with. If it's a one-time project, you can
use a trial version of CorelDraw.

At the bottom of the drop-down for View is "New Guide". Place one, and then
you can drag out other guides. However, for precision placement of the Guides
use the "New Guide" and place each one by position on the page. You'll choose
how far the new Guide is from the top left corner.
When you ask a question about a program, it's best to provide your version
number. I'm using Elements 9.0, so earlier versions may be different. Anything
later than 9.0 may be different, but not much.
