It's a female Hooded Merganser. At least on this side of the pond.

is a duck a duck yep but this one is also a hooded merganser like everyone has said still a duck but a btter one with a name

"The vast majority of Hooded Mergansers that turn up in the wild in Britain and Europe relate to birds that have escaped from captivity."

No wonder the OP couldn't ID it. It is likey not included in European field guides to birds.
