I have recently purchased a canon 60d with the 18-55mm kit lens and was wandering what the best lenses and accessories I could get for £200 ($325). I am new to dslr photography and would take mostly portrait and macro photos with some landscapes. I do occasionally use effects/filters similar to Instagram.
PLEASE HELP!!!

While there are several ways you could go with this budget, the first thing I can recommend (given your list of "... portrait and macro photos with some landscapes"), is an external flash, capable of being triggered by the on-board flash.

There is nothing that you could purchase in that price range which has the potential to improve your portrait and close-up photography as much as an external flash, with the potential of also being totally off-camera.

A used Canon 580EX would be my first choice, or possibly the older 550EX. Either should be capable of being triggered wirelessly by the 60D on-board flash.

Add a couple of DIY flash modifiers to give better qualities to the light:

for portraits the 50mm 1.8 is good, around $100
the Tamron 90mm 2.8 macro or Canon 60mm macro are good 1:1 macro lens - around $200- $300 used but the recommendation for an external flash like the 430exII is also good
