Uploads slow, hanging, stopped

Last night for a period (1/7/13) and now today (1330 Eastern time) uploads are extremely slow, and hanging. I did this both from a game site at a University, and home. Both connections work fine (up and down) to other locations, it is specifically Smugmug. Tried both the LR uploader and also the standard file based one, same results.
They run fine for a while (I did another few dozen earlier this morning), then they just grind to a halt. And again because the question is obvious - my connection upload is simultaneously working fine to other sites (and is 10meg up and I'm getting from zero to a few K).
PIng times during these events remained short consistently (e.g. 95ms), and display speed and responsiveness of Smugmug in general remained good, it appeared to be JUST uploads, and those sporadic, I'd watch it hang for a long time, then suddenly move a large file, then hang and fail, etc.
Smugmug having capacity issues lately?
Any suggestions for useful workarounds, or debugging, in these cases? I was trying to get some photos to the university, and it's embarassing to take a couple hours to upload 30 images, when it usually is 5 minutes.

I will keep experimenting. The reason I thought it consistent was observing on two consecutive (but 12+ hours apart) uploads, one from a local university and one from home. At the university I was sitting at the table watching media guys uploading to their servers without issues.
But the internet is nothing if not creative in how it can fail. I have some more to upload this evening, let's see.
I uploaded another batch, and it worked normally.
The internet is not a consistent place.
