EXIF User Comment Getting added to Captions During Upload

I just downloaded the latest Lightroom 4 plugin version (1.0.6.8.) in Windows 7, and when I do not have a caption, the User Comment from the EXIF data is inserted into the image description on SmugMug instead of the filename.
I have the "Show filename for photos with no caption?" set to yes.

There appears to be a bug. or is this behavior expected and new?
