This is a migrant worker camp. In this part of India they are installing sewer lines. Workers from rural areas come to work and set up encampments (these can be for long periods) and bring their families. The government allows this; in contrast to gypsy's who aren't registered workers who simply camp for a night somewhere and leave the next day,
