Is this a Red-billed Whislter Duck?

This is a poor quality photo, but these birds landed in a cypress tree growing in one of the ponds this morning, and I have never seen them before. Does anyone know if they could be Red-billed Whistler Ducks? One seems to be banded to me. Many thanks, Pam

    Black Bellied Whistling ducks Pam according to the ones I saw in captivity here in CA

    You are right I was to busy making a joke to correct the red to black ,I think it was named by a Californian
