It looks like the rear facade of City Hall to me. Do you have a street location?

Yup. City Hall. This is the north end of City Hall.

I could have been on Broadway, maybe. I was definitely a little south of Washington Square, but I thought I was facing east. Does this tally? And can you help me identify the art at all?

I'm certain it's City Hall. (You can take the boy out of NYC but you can't take NYC out of the boy ) On Broadway, yes, but considerably further south than Washington Square.

I can't speak to the sculptures.

You might have been facing east. The building's main facade faces south.
