Maybe their are some things that deserve color like birds, flowers, and cars but I don't see how this image needs color to convey anything about the image unless it is about the color blue. My feeling is you need great lighting for color photography i.e., flash and lots of gear. But even if Joe McNally took this shot, color does not impress me.

Yeah, I don't think this is about blue, but the color helps rather than distracts. In particular, I think the similarity of the striped shirt and the bunting would be less effective in B&W. The added blue of the balloons at the top is a bonus, but only that. The overall effect is harmonious.

The patterns and movement all contribute to the overall image of what is really going with the commotion but the real story is the lady talking with her hands to the polite boy with the glasses who is aware of something happening although she appears to be completely oblivious to what is happening.IMHO this is not about color nor does it need color to enhance anything . BTW fantastic image !

The "lady" is another of the children - they develop quite differently at that age, and that little mini-scene is indeed part of the image. But the entire image is about children at play, and the setting, that it definitely includes the colors. I don't see this working in black and white. I could be done, of course, but not nearly as effectively.
