Picasa - one of the reasons I keep it on the hard drive is for the collages.
Loads of free templates for the LR print module (just use "print to file" to save it as a jpg) - just google lightroom storyboards (collages, or print templates)
Free Photoshop templates from Coffeeshop blog, Florabella, MCP and many others

Instead of purchasing templates, why not give a try to a good collage program? I use Picture Collage Maker Pro and it's a great tool to create high quality sophisticated collages for any kind of photography. Tons of wonderful templates are available with this software. And it's easy to use too.
I think it's called Blog Collage by Fundy software and it has some pretty great reviews. Haven't used it personally yet. Lots of templates you can purchase all around of course too.
