Tiny wasp ovipositing

Watched one of these tiny wasps (about 1.3mm body length ) walking around in the centre of a marguerite flower, smelling with it's antennae. Three times it seemed to find something and up-ended itself into the flower. I can only assume it was ovipositing into eggs or larvae it had located.
