Smart Gallery can't find Galleries

I am trying to add a new smart gallery rule. I am including My Photos, Gallery, but the list of galleries is incomplete and does not show one of my folders and its subfolders and included galleries.

I have checked the folders settings and it is the same as the folders that do show up. What am I missing?
