Creating a top level album without a category

Using the API 1.3.0 how do you create an album at the root, that is not part of any categories? Passing in CategoryID of 0 assigns it to "Other" and is nested.

I've wondered the same thing and never found a way around it. I've always assumed it was a limitation of the way they store albums, and not specifically an API issue.
