Disable Mobile Site

Previously one could disable the mobile view, and have the full site appear on mobile devices. I liked that - people with small smartphone displays frankly won't be interested, and those with higher res displays I found the normal view much better.
Is that no longer possible?
As a simple example, I have three logos in the header, left, right, center. On the full view they float together and stay centered (the background is the same background color so it's the appearance of resizing without changing font size).
On the smartphone view it puts them one under the other, taking up basically the whole display.
I haven't looked to see if I can just disable one with CSS -- so far I've been trying to avoid CSS and honor the new philosophy.
So is the "no mobile" setting really gone?
