Allow embedding of html code in captions and gallery descriptions

In legacy I had embedded html code in captions and gallery descriptions. This doesn't seem to work in new SM (or perhaps I just can't figure out how to do it).

Use cases are:

a) to insert a link to an external or other internal page
b) to highlight a word or phrase with bolding, italics, different color, etc.

    I have links in all of my gallery descriptions, so that definitely works. You just use the standard syntax

    I obviously had some sort of coding error with my initial attempts. I was able to get a link to appear, but couldn't get color, etc. to make it stand out. I can't remember exactly what I tried, but I suspect I was mixing CSS code and inline html. I don't use html very often.

    Regardless, I retract this feature request because the capability already exists for both gallery descriptions and captions.
