Arrow theme bug

When I tried to scroll down on the home page, it wouldn't let me. It kept freaking out, as though it was trying to rapidly switch between a maximized and regular screen view. I finally got it to settle on a maximized view with no scroll bar, but I'm not sure how it happened.

Seems to happen on laptops.
