Nav bar not doing proper "responsive design"

I have a nav bar - and I have it set to go to "menu" when the size of the screen goes small.
Which is does that just fine --- on an iphone and an ipad.
But on a 13" laptop the navbar wraps down into two lines. This is not pretty.
Is this a bug or am I doing something wrong?
