Lightroom plugin exporting private keywords

I have a number of keywords in Lightroom set to be not exported. This works in Lightroom ok (for export and publish services).

But exporting to SmugMug (actually a publish service) those private keywords are ending up in SmugMug.

I actually think Lightroom shouldn't even let your plugin see those, but I thought it was worth raising here anyway
