How to change the transparency of the tile title

I think it is called tile title. What I mean is shown here:

I use the Sadow template. And for the folders display option, I used Info style = bottom bar and info hover= show.

Even with chrome, depending on the computer that I am using, that sometimes work and sometimes doesn't. With IE, it seems the info hover=show function does not work for IE8 and prior. When it doesn't work, the tile title just stays at the bottom of the tile

Given that for situation where the info hover does not work as intended, how do I changed the transparency of the tile title so that the tile title doesn't blocks out the bottom half of the tile?
