Lightbox tools not showing on iOS

On my iPhone, the tools in the lower right corner of the desktop lightbox don't show. Or anywhere on the page. The 'x' to close the lightbox and the navigation arrows are the only options. Is this a bug or have I missed a setting to turn this on?
