Lost Legacy HTML tags

When I edit a gallery description on the NewSmug it removes the <html> tags from the legacy site.

    I edited three gallery descriptions in NewSmug and the <html></html> were remove from the legacy
    galleries and destroyed their descriptions. Lucky all other tags were still in the legacy gallery
    descriptions so adding back in the <html></html> fixed it. Very scary.

    Gota stick with only doing site content in legacy.:smack
