Navbar drop menu issue

I have another small but yet irritating issue. My navbar when hovering on it with scroll at top will open the sub menu pages to the top of the navbar, thus cutting off pages that are listed, but if I scroll to where the navbar is near the top of the page, the drop down menus go below the navbar (as I want them to) and shows all pages. Attached is 2 screenshots to better show/explain. If there is a known fix for this I would love to know it! Thanks everyone!
