Need to add a preferred vendor CSS code to my footer

I tried to cut and paste the code into my footer but nothing happened. Can I get some help please?

Did you paste it into an HTML block placed in the footer?

I tried to put an HTML block into the footer but it wouldn't let me, so I just added an HTML block under the footer. Not sure I like it. Is there a way to add badges to the footer? I also need to add a photo from PPA (one bigger than the one I currently have on the page) but I don't know how to do that either. Thanks for the help.
