Contorl the height of a block?

I would like to control the height of a navigation block. Using the small does not make the block small enough. I can control the width of the block, but I prefer a narrow row below some of my text on a page.

Is there a way to make a block say 150 pixels high or a certain % of the page to allow for change of screen size?
