Why do unlisted galleries ignore CSS customisation?

My unlisted galleries ignore site-wide CSS customisations which are obeyed by public galleries.
Is this a bug or a design intention?

Did you turn on "hide owner" in the settings for that gallery? That causes the gallery to revert to SmugMug defaults, ignoring all your CSS.

(There are so many bells and whistles in this system; it is so easy to overlook a previously defined criterion).
