    This is a great shot. I think it's definitely worth a little more work, at the very least, straightening the horizon. One additional step I'd take is to stretch out the radiance values in the cityscape and water. i like the subtle details in the shadows of the foreground, so I'd mask them out of any stretch to keep them as is.

    Actually, I'd highly suggest revisiting this spot in better light, or either on a more clear day, or a day with clearly defined fog layer, to get a 'wow' shot of the city.

    Could you shoot this at dawn or dusk to get rising/setting sunlight flashing off the buildings?
