Watermark problem

I have a couple different watermarks that I use depending on what gallery the photos are in. Having a HUGE issue with Watermark not showing up in some galleries no matter how many times I change the settings. Can't make those galleries public until the watermark is showing up correctly. What do I need to do? I sure can't upload the stuff again.....took days to upload it the first time!

    The watermark settings in the gallery settings is only for new uploaded photos. Open gallery go to
    organize > select all > wrench > watermarking

    This will open the same page for watermarking as in legacy.

    I've been begging them to improve the UI so that people aren't stumped for days like this. They don't seem to get it that it's very confusing and people shouldn't have options in front of them that then don't work. They've simply gotta put some kind of explanation or "Gotcha" or whatever right there in the UI so that it's obvious how to use what should be a simple tool!
